The Dashboard is optional and available as a separate package. It's accessible from any HTML5 compliant web browser. It can be password protected via basic http authentication.

For maximum performance APIs are actually making low-level calls to the C API. If the C API is not included in the package, you will need to install it separately. On UNIXes installing the C API is a matter of placing the headers in a system wide accessible location. Typical locations are /usr/local/include and /usr/local/lib. On Windows, just make the API available to your Visual Studio project. For further information, read the documentation.
